This notice describes the corrective action that has been taken to resolve problems affecting the MDN.
As you were informed in QVC #18, CME identified network issues that adversely impacted the dissemination of market data over
the MDN. CME senior management created a Task Force, comprised of three separate teams, to focus on root cause identification
and creation of a Resolution Plan. This effort has been completed, and four changes were recently implemented to ensure the
MDN’s reliability and integrity.
One Open Issue -- Retransmissions
At present, only one open issue remains, which concerns the retransmission of data when there is a production outage within
the data feed to the MDN application. When an outage occurs, the MDN application goes into a wait state and stays in that
mode until the feed is re-established. Once re-established, MDN pick ups where it left off, continuing to process messages,
utilizing the last known MDN sequence number in each channel. In this scenario, it appears to you that trading, and its related
market data flow, continued, even though MDN was starved of this market data for a period of time. Consequently, you encounter
a period of time where market data is not being sent, and then suddenly, the feed starts up again where it left off. You
are unaware of any missing messages, since there is no gap in the sequence numbers.
Resolution
In the event that messages are not received by the MDN application, it will switch to a standby state, until the feed is back
up, as it does currently. Once MDN recognizes that the feed is back up, it will advance the sequence numbers in each channel
by the size of the aggregate gap (total number of messages missed across all channels) in the ITC feed to MDN. In addition,
it will send out the current messages starting at the advanced sequence number in each channel. Note that each channel will
have a gap created that is larger than the number of messages that were missed for that channel.
Once the messages start to flow after an outage, we will manually request a retransmission of the aggregate missed messages
from our Price Reporting System. When MDN receives the retransmitted messages, they will be applied to the MDN data store
for each channel. At that time, we will fill the unused sequence numbers in each channel, with a text message containing
a relevant explanation. We will then be able to retransmit them to you from the data store.
CME plans to complete this retransmission process by 12/13/02. We plan to test this solution with you, as early as 12/20/02.
Specific details concerning the test will be provided as they become available.
In the future, we will make additional changes to MDN to enable you to programmatically request retransmissions. This will alleviate the existing
manual intervention and improve service. The timeline for this enhancement is yet to be determined.
Converting to MDN
The MDN has been stable for the last few weeks. Although we are still working on the retransmission issue, we suggest that
you convert to the MDN as soon as possible, leaving the old network up, as a fallback, through at least the end of December
2002. However, if you are reliant on retransmissions for historical/charting purposes, you may want to wait until the retransmission
issue is resolved.
Network Billing Issues
To accommodate you having to keep the old network as a fallback until at least the end of the year, CME will pay for half
of your monthly costs for both November and December of 2002. Your bill for the old network will reflect only half of your
normal cost for those circuits.

patience while we have sought to remedy a difficult situation. Thank you!
